Criticized by members of the Shura Council, the performance of the Ministry of Civil Service in the occupancy of vacant posts in it, and it’s increase year after year, until it reached more than 156 thousand jobs, without occupancy.
Members asked «Why all this delay, despite the clear instructions to employ Saudis?» And they indicated that there was slowness in the ministry of civil service to fix the employees who work by items contracts, demanding the completion of this fixation as soon as possible, and stressed on the importance of a comprehensive study of the salaries scale to in line with the directions of the state to determine A minimum wage to the Saudi employee in public sector.
They pointed to the importance of coordination between various government agencies to bring Saudis as an alternative to the contracts employees who hold jobs in the public sector, with the harmonization of education outputs with the requirements of the labor market state, and end the problem of freezing jobs and promotions, and develop mechanisms to nominate the related agencies to be fix these problems.
And to urge members to develop rules and procedures for the selection of applicants for getting jobs according to the career ladders, which oversees the ministry.
The Committee of Administration and Human Resources clarified in the report submitted to the Council, that there are difficulties in bringing the Saudis in government jobs, including that the government agencies intended not to give the priority over the system in this matter, the Commission stated that the number of posts at the Ministry of Civil Service are more than 941 thousand jobs, including 866 thousand jobs for the Saudis, 580 thousand for men and more than 282 thousand jobs for women.
The Committee made two recommendations in the first demanded the Ministry of Civil Service to develop a five-year plan to Saudization of government jobs held by non-Saudis in the different government agencies in the period of time not exceeding five years, and demanded in the second recommendation to form a committee from the ministries of civil service, economy and planning, and financial to review the vacant posts in government agencies to consider the abolishe vacant posts that prove it is not needed, in a specific timetable.
And the Advisory Council member Dr Khalil Al-Brahim, that there is a rise in the job vacancies at the Ministry of Civil Service, as well as occupied by non-Saudis, pointing out that there are government agencies are deliberately freezing its job vacancies, while the ministry of civil services is facing a problem in solving it.
a member of the advisory Council Mr. Hamad Al-Qady suggested, from his side, the credence of early retirement for women when they reach 25 years in service only, so that it would solve a lot of the problem of unemployment among women, and demanded to divide the job among women to two shifts, so a woman work first shift and the other work second shift.
So the Council agreed to give the Committee an opportunity to present its members point of view, of notes and queries and suggestions, to a future meeting.
In other hand, the Council dropped a demand from the Council members presented under item 13 of the working rules of the Board and committees, to return to discuss some of the articles of the draft system of companies that already Advisory council approved in the past, the council noted that in this case which not resulted in a new resolution, so the basic decision regarding the draft of the rules still exists.
The Council heard the view of the Committee on Economic Affairs and Energy, on the request for ratification of the free trade zone agreement between the countries of the Cooperation Council for the Arab Gulf States and Singapore Republic
The Council approved the draft Convention, which contains 129 items divided into ten chapters, aims to develop the concept of commercial and services trade, and the Convention is expected to strengthen the modern technology transmission to the GCC states, it is important in supporting and strengthening the economic cooperation between the signatory States in the framework of free trade zones, which concerned with re-export, and boost trade between the GCC and the Republic of Singapore which has friendly relations with the Kingdom and the countries of the Cooperation Council for the Arab Gulf States
